Before creating a group call in Signal, you will need to create a group. This creates a group with the members you selected. If you want to invite other friends, tap Invite friends> Enable and Share Connection button from the main group page on iPhone or tap Add members and choose the contacts you want to add on Android. Then choose the option that matches the way you want to share the invite link with your friends.
